Newport Beach is the southern boundary of our service area, so we do not take projects in Laguna Beach or anywhere south of it. Heading the other direction, the area runs up through Long Beach and Manhattan Beach into Los Angeles County. A defined footprint is how the team keeps daily site presence on every job.
It depends on your address and the work. About 47 percent of the city's land area sits inside the California coastal zone. Improvements to an existing home are generally exempt from a Coastal Development Permit. Building or rebuilding a single-family home or duplex in a residential zone is often excluded too, but not on the first row of lots on the shoreline, on lots next to a beach, Newport Harbor, Upper Newport Bay or a coastal bluff, or in the Bay Shores community. The city has a certified Local Coastal Program and issues most coastal permits itself. We handle all the permitting on every project, coastal permits included.
Exterior work on a property inside Tustin's Cultural Resources District needs a Certificate of Appropriateness alongside the building permit. It applies to reroofs, additions, exterior remodels, and new fences. There is no filing fee, and the Community Development Director issues it, often as a stamp on approved plans for minor improvements. Interior-only remodels generally do not trigger it.
Orange County, not the City of Tustin. North Tustin is unincorporated, including Cowan Heights, Lemon Heights, Panorama Heights, and Red Hill, so plan check and inspections run through OC Public Works under the North Tustin Specific Plan. Submittal requirements and timelines differ from the city's. We confirm the jurisdiction before drawings start.
