Pasadena has one of the highest concentrations of historic districts in Southern California, with more than 40 designated landmark and historic neighborhoods. Bungalow Heaven alone contains over 800 Craftsman-era homes built between 1900 and 1930. Garfield Heights, Historic Highlands, Crawford's Vista, and dozens of other districts add Spanish Revival, Mission Revival, mid-century, and Victorian homes to the mix.
Remodeling here is different from remodeling in most of LA County. Pasadena runs its own building department, separate from the County. Homes in landmark or historic districts require a Certificate of Appropriateness from the city's Historic Preservation Commission before exterior work can begin, and in some cases, visible interior modifications are reviewed as well. The Secretary of the Interior's Standards for Rehabilitation apply to all reviews affecting historic properties. Homeowners who start work without clearing this process risk stop-work orders and costly revisions.
This matters at a practical level because most of Pasadena's housing stock was built before 1978. Any renovation work in a pre-1978 home is subject to EPA Lead-Safe renovation requirements under the federal RRP rule. Built to Perfection is an EPA Lead-Safe Certified Firm (RRP #LBP-F307833-1), which means our crews follow the lead-safe work practices the law requires for these older homes. Many LA-area contractors skip this certification entirely.
Pasadena's Craftsman homes present specific construction challenges that general contractors without historic-home experience often underestimate. Built-in cabinetry, exposed rafter tails, clinker brick foundations, original hardwood floors, and hand-finished woodwork all require careful sequencing to preserve what makes these homes worth owning. A kitchen remodel in a 1920s bungalow is a fundamentally different project than a kitchen remodel in a 2005 tract home, and we plan for that from the first consultation.
The city also applies the 2025 California Building Standards Code (effective January 1, 2026), and Pasadena-specific ADU ordinances differ from both the City of Los Angeles and unincorporated LA County rules. We handle all permitting in-house, including coordination with Pasadena's Planning and Community Development Department when projects require zoning, design review, or historic preservation clearance.

Common Questions from Pasadena Homeowners
If your home is in one of Pasadena's 40-plus landmark or historic districts, exterior changes and some visible interior modifications require a Certificate of Appropriateness from the city's Historic Preservation Commission. This is a separate step before your building permit is issued. We coordinate this process as part of every project in a historic district so you are not managing two separate review tracks yourself.
Yes. Pasadena has its own Building and Safety Division, separate from LA County. The city handles plan review, building permits, and inspections directly. We pull permits and manage inspections on every Pasadena project, including coordination with the Planning and Community Development Department when zoning, design review, or historic preservation review is required.
Most residential construction in Pasadena was built before 1978, which means renovation work is subject to the EPA's Lead Renovation, Repair, and Painting (RRP) rule. Contractors performing work in pre-1978 homes must be EPA Lead-Safe certified and follow specific containment, cleanup, and disposal procedures. Built to Perfection holds this certification at the firm level.
California state law broadly allows ADUs on most residential lots, but Pasadena has its own ADU ordinance with city-specific setback, height, and design requirements that differ from the City of Los Angeles and unincorporated LA County. We handle the full permitting process, including navigating Pasadena's local rules, and have built ADUs across many configurations from garage conversions to detached new construction. ADU projects start at $120,000.
Timelines depend on project scope, permitting, structural complexity, and finishes. Bathroom remodels are the shortest; whole-home renovations and additions take significantly longer. In Pasadena, projects in historic districts may require additional time for the Certificate of Appropriateness review before construction can begin. We provide a detailed timeline estimate during the consultation based on your specific project.
