Building in the South Bay: each of these cities runs its own building department, so permits do not go through the City of Los Angeles. Parts of Manhattan Beach and Hermosa Beach sit in the California Coastal Zone. In Manhattan Beach, most single-family remodels are exempt from a coastal permit, but homes between the ocean and the first public road, or within 300 feet of the beach, can need one for an added story or an addition of 10 percent or more of the floor area. Hermosa Beach asks for a geotechnical report before construction, and the high water table near the coast makes basements a careful decision. In Palos Verdes Estates, any exterior change, from an addition to new windows or a paint color, also needs approval from the Palos Verdes Homes Association Art Jury, separate from the city permit. In Rancho Palos Verdes, the city now bars new homes and home additions in the Portuguese Bend landslide area, while repairs within the existing footprint are still allowed. We handle the permits and reviews from the first application through final inspection.

Each city runs its own building department. Manhattan Beach, Hermosa Beach, Palos Verdes Estates, and Rancho Palos Verdes each review plans and issue permits for homes inside their borders, and most structural, plumbing, and electrical work needs a permit. Built To Perfection prepares the applications, answers plan check comments, and schedules every inspection, so you never have to manage the process yourself.
