Fire-Resistant Home Design: Building Back Stronger After a Wildfire (2026)

A fire-resistant home is designed so its whole outer shell resists the embers and intense heat a wildfire throws at it. Fire finds the weakest point and starts there, so the roof, vents, siding, windows, eaves, decks, and the first five feet of ground around the house all have to hold up together. No single upgrade protects a home on its own.
One thing to be straight about from the start: no home is fireproof. Under extreme enough conditions, a well-built, fully code-compliant home can still be lost, and homeowners who did everything right lost houses in January 2025. What fire-resistant design does is remove the easy ways in and meaningfully improve the odds, and the research shows that improvement is large. When researchers studied the January 2025 Palisades and Eaton fires, they found that homes with four protections in place (a Class A roof, noncombustible siding, dual-pane windows, and enclosed eaves) had a 54 percent chance of avoiding damage, compared with 36 percent for homes that had just one. At Built to Perfection, we're rebuilding homes right now in both Altadena and Pacific Palisades, the two communities hit hardest by those fires, and 25 years of building in Los Angeles has shown us the same pattern: fire resistance is a whole-house system, and every part has to do its job.
If you're rebuilding after a wildfire, this is a rare chance to design a home that's far better prepared for the next one, instead of one that only clears this inspection. The sections below walk through each part of the house's outer shell, what California's code now requires, what it costs, and how the rules change between the Palisades, Altadena, and Orange County.
What makes a home fire-resistant?
Most homes don't burn because a wall of flame rolls over them. They burn because embers, blown a mile or more ahead of the fire, land on a roof, slip into an attic vent, or set fire to dry debris piled against the house. That is the key finding from wildfire research: embers, not the flame front, start most homes burning.
So fire-resistant design treats the house as one connected shell. A hardened roof doesn't help much if the vents below it are open. Noncombustible siding doesn't help if a wood deck carries flame up to the windows. The goal is to close off every easy entry point at once. Each part of the house has a specific way it fails and a specific fix.
The roof and the vents are the two most common places a home ignites, so they get the most detail below, followed by the rest of the shell and the ground around the house.
Fire-resistant roofing: why a Class A roof matters
Your roof is the biggest target on the house for falling embers, which is why it's often the first thing to catch. California requires a Class A roof in fire hazard zones. Class A is the top fire-resistance rating a roof can earn, tested against both spreading flame and burning embers. Roofs that qualify include metal panels, clay or concrete tile, and Class A-rated asphalt composition shingles. Wood shake and wood shingle roofs aren't allowed in the highest fire hazard zones.
One detail trips up more homeowners than any other. A Class A rating can apply to the roof covering by itself, or to the whole roof build-up: the covering, the layer beneath it, and the deck it all sits on. The code requires the whole build-up to be Class A, not just the top layer. With profile tiles like barrel tile, the gaps at the eaves also have to be sealed so embers can't slip underneath. Ask your contractor to confirm the roof they're quoting is rated as a complete assembly, not just the covering.
Ember-resistant vents: the hidden weak point
Vents are where a home burns from the inside out. Attic and crawlspace vents exist to move air, and in a wildfire they pull embers in along with it. The quarter-inch screen found on most older homes lets embers pass straight through. Current code requires vents that resist embers and flame: either vents specifically tested and approved for wildfire areas, or, for general vent locations, noncombustible corrosion-resistant metal mesh with openings between 1/16 and 1/8 inch. Plastic and fiberglass mesh aren't allowed, because they melt.
One point here is easy to get wrong, and it matters. Vents in the eaves and soffits are the most exposed of all, sitting right where wind-driven embers pile up against the house. For those locations, fine mesh on its own is not enough and does not satisfy the code. Eave and soffit vents have to be vents that have actually been tested and listed as resisting ember and flame intrusion. If a contractor tells you they'll just screen your eave vents with fine mesh, that is not a compliant answer. Ask to see the vent's listing.
In testing, vents designed to baffle embers or seal themselves shut under heat performed best. Vents are a low-cost upgrade with an outsized payoff, and they're one of the easiest things to overlook when a rebuild is moving fast.
Siding, windows, eaves, decks, and gutters
The roof and vents decide most outcomes, but the rest of the shell has to keep up.
Siding
Exterior walls should be noncombustible or hard to ignite: stucco, fiber cement, stone, brick, or metal. Siding usually matters less than the roof and vents when the plants near the house are well managed, but once combustible siding catches, it gives flames a path straight into windows, eaves, and vents. The best approach runs noncombustible material from the foundation up to the roofline, with at least six inches of it at the base of the walls. This matters most on older Altadena and Palisades homes, many built before 1978, where we do the work as an EPA Lead-Safe Certified Firm (RRP #LBP-F307833-1).
Windows
Heat from a nearby fire can crack a window before any flame reaches the house, and a broken window is an open door for embers. Big single-pane windows are the most vulnerable. Code requires dual-pane glass with at least one tempered pane, which stands up to heat far better.
Eaves and soffits
The eaves are where the roof overhangs the walls, and the soffit is the flat underside of that overhang. Left open, they trap hot gases and give embers a way in. The fix is to close them in (box them) with materials that resist ignition.
Decks and attachments
Anything combustible attached to the house can carry fire right to it. Decks and walking surfaces should be noncombustible or hard to ignite, and a deck that doubles as a roof over living space has to meet the Class A roof standard. Keep the area under decks clear of stored combustibles, and keep wood fences and sheds separated from the house so they can't act as a fuse.
Gutters
Debris collecting in gutters catches embers right at the roof edge. Use noncombustible gutters and downspouts, add noncombustible gutter covers, and install a metal drip edge to protect the roof edge itself.
Defensible space and the first five feet (Zone 0)
Fire-resistant materials only go so far on their own. California's defensible space rules split the area around a home into three zones: Zone 0 (0 to 5 feet), Zone 1 (5 to 30 feet), and Zone 2 (30 to 100 feet). Defensible space is required for properties in state wildfire-protection areas and in the highest fire hazard zones.
Zone 0, the first five feet around the house, is the highest-value and lowest-cost step you can take. This is the ember-resistant zone, and by default it should be noncombustible: hardscape, gravel, and no wood fencing or mulch touching the house. The Los Angeles fire study found that once combustible material covered more than 25 percent of Zone 0, the risk of damage or destruction climbed to nearly 90 percent. Separate IBHS research found that an ember-resistant buffer around a home cuts its ignition risk roughly in half.
Zone 0 comes with one caveat. As of mid-2026, it still isn't a finalized statewide rule. The Board of Forestry put out a draft in April 2026, and the timeline for phasing it in is still being worked out. If you're rebuilding now, design the first five feet to be noncombustible anyway. It costs little, the state has signaled it's heading toward a requirement, and it's one of the most effective steps you can take regardless of what the final rule says.
Does fire-resistant construction cost more?
Yes, but far less than most homeowners expect. A 2025 analysis by Headwaters Economics and the Insurance Institute for Business & Home Safety (IBHS) found that building to strong wildfire-resistant standards adds only about 2 to 3 percent over standard construction. On the one-story, 1,750-square-foot Southern California home they modeled at a $500,000 construction cost, that worked out to roughly $9,000 to $15,000.
The base Wildfire Prepared Home standard can cost less than the code version because it allows open eaves and skips gutter guards. Overall, costs stay low because the cheaper compliant parts offset the pricier ones, and several of the most effective steps (keeping gutters clear, keeping Zone 0 as hardscape) cost little or nothing. As IBHS wildfire director Steve Hawks put it, for about $50 a month added to a typical 30-year mortgage, a homeowner can make a home meaningfully more survivable and easier to insure.
One honest note. That 2 to 3 percent is the added cost for resilience, not the cost of the rebuild itself. Los Angeles rebuild costs per square foot are high right now, especially in the Palisades and Malibu, and hillside lots and soil conditions add real expense. The resilience upgrades are a small slice of a large project.
California's fire construction code in 2026
Here's the part most articles still get wrong. As of January 1, 2026, California removed the old "Chapter 7A" from the state building code and moved its wildfire construction rules into a new code, the California Wildland-Urban Interface Code (CWUIC), part of the state building code (Title 24, Part 7). These are the same standards most people still call Chapter 7A. The requirements themselves barely changed. What changed is where you look them up. If a contractor or an article points you to "Chapter 7A," they're describing the right rules under an old name.
The rules kick in based on how your area is classified and who handles wildfire protection there. Broadly, they apply in state wildfire-protection areas rated Moderate, High, or Very High, and in the highest-hazard zones under local fire protection, with local governments free to require more. California also redrew its fire hazard maps in 2025 and expanded the highest-hazard areas across Southern California. Don't assume your property's zone from memory or from the old maps. Confirm it with your permitting office before you design, because the zone decides which rules apply to you.
The rules and the rebuild process change from one jurisdiction to the next. The three that matter most for the January 2025 fires are below. Don't assume one area's rules carry over to another.
Rebuilding in Pacific Palisades (City of Los Angeles)
Pacific Palisades is part of the City of Los Angeles, so permits run through the city's building department (LADBS), which set up a One-Stop Rebuilding Center on Sawtelle Boulevard in West LA. Like-for-like rebuilds can get faster review, and plan-check and permit fees are waived for owners who held the property on the date of the fire. One change worth knowing: the wildfire construction standards now apply in both High and Very High fire hazard zones in areas served by local fire protection, not only Very High as before. That is a wider net than many homeowners expect. On projects here, our team works as a pacific palisades fire rebuild contractor.
Rebuilding in Altadena (unincorporated LA County)
Altadena is unincorporated Los Angeles County, so permits run through LA County Public Works, not the City of Pasadena next door. The county's One-Stop Permit Center is on West Woodbury Road in Altadena. A temporary disaster-recovery ordinance gives Eaton Fire rebuilds more permit flexibility, reduced fees, and adjusted standards. Like-for-like rebuilds get streamlined review and are excused from current zoning rules, but they still have to meet current building and fire codes, and the county caps floor area, height, and footprint at 110 percent of the original home. Most of the Altadena burn area sits in a Very High zone, so the full wildfire code applies. Rebuilding in Orange County
In unincorporated Orange County, CAL FIRE released updated fire hazard maps in March 2025, and the county has since adopted them. Homes in a mapped hazard zone have to be built to the same wildfire-resistant standards, now the CWUIC. Confirm your parcel's zone with the county before you design.
One more thing to confirm locally, and this one matters. For Eaton and Palisades rebuilds, the state suspended the 2025 California Building Standards Code (Executive Order N-29-25), so eligible homeowners can design to the 2022 code their architects and engineers already know. Read that carefully, because it is easy to misunderstand: the suspension applies to the general building standards, including the new energy requirements. It does not waive the wildfire construction standards. Homes in these burn areas still have to be built to the fire-hardening requirements for their hazard zone, whichever code cycle you are permitted under. Nobody is rebuilding to a weaker fire standard. Confirm your project's code path with your permitting office before you design.
Building back stronger: the whole shell as one system
Building back stronger means designing above the code minimum and treating the outer shell as one connected system from the first drawings, rather than hardening one part and leaving a weak spot somewhere else. A Class A roof over open, unscreened vents isn't a fire-resistant home. The pieces have to be planned together.

Insurance and wildfire mitigation discounts
A fire rebuild runs on your relationship with your insurance carrier, and your policy controls what gets paid. We coordinate with adjusters and build to match the claim documentation, but we can't promise any coverage or payout. That part is between you and your insurer.
There's a discount worth knowing about, though. California's Safer from Wildfires rules require insurers that factor wildfire risk into their pricing to offer discounts for specific mitigation steps. The steps on that list line up closely with the design choices in this guide, including a Class A roof, ember-resistant vents, upgraded multi-pane windows, and a five-foot ember-resistant zone. Once you complete a qualifying step, tell your carrier and keep the documentation or an inspection record, since they may ask for proof. Discounts vary by insurer and aren't guaranteed, so take it up with your own carrier.
